What is the best format to encode videos to?

mp4 and mkv aren't formats but containers, meaning you can have the same quality in both. Mpg is restricted to the older mpeg codecs and fewer audio codecs, while mp4 and mkv accept the newer codecs which can produce better quality at lower sizes.

Changing the container from mpg or vob to mp4 or mkv without changing the video and audio tracks is called re-muxing, changing the format contained within them is called encoding. From this point on google is your best friend because each codec/encoder has its settings that affect the final quality of  the files.

I'd say the format doesn't really matter, but as much as I hate container formats, I must agree they are better because you can have more quality in a smaller file.

The best video codec? H265, but you need a powerful computer to encode the video without waiting hours. H264 is still a good codec.

The audio? WAV, of course

The best container? I'd say MKV or TS.
