It's definitely the PAL version. When I first bough the PAL VHS (!!) in 1999 or 2000 it was like that. I got so used to it that it's weird to watch the normal version even today, I find it "slow".

probably not... this is from a European broadcast, so this video is encoded in PAL. when you convert film (24 frames per second) to PAL (25 frames per second), what usually happens is that it gets speeded up, and the audio gets higher by around half a semitone

This was how my original official VHS video was in the UK and then when watching the US versions and now the current version it’s played at what sounds the slow speed 😂

You need to re-encode it to m4a ALAC. You won't lose any quality since both are lossless compression formats
