Okay, I'm terrible at naming things, so ignore all the act names.
What I'm thinking is M wakes up one day next year and she's like "Hey! Next year will be my 40th industry anniversary. I was super bored during quarantine and the Madame X Tour didn't go as planned and I've never bothered to preserve my legacy so I think I'll do something different and give the fans what they want. *picks up phone* Stuart? You're in."
So this is my Greatest Hits Dream Setlist that is TOTALLY undoable even though I've envisioned many of these songs being performed in shorter versions to fit everything in in a ~150 min show and it having less complex dance numbers for M so she can rest her body and voice and not die of exhaustion. For starters, there are many songs here I think M has completely forgotten about and I imagine this as (somewhat limited*) stadium tour with more elaborate technology and staging than The MDNA Tour.
But a guy can dream:

Act I would be very New York in the 80's theme, as if it were re-introducing Madonna to us again. Act II would comments on/poke fun/critique the media's image of M throughout the decades. Act III would be M pushing boundaries and not being afraid to be sexual in her terms, regardless of the backlash. Act IV would sort of be M commenting on her many loves and heartbreaks throughout the years. Act V would be Political!Donna. Act VI would be a big celebration party to get everyone dancing and a big thank you to her fans. I tried to build the setlist, including the interludes, around each themes.

I genuinely think people are putting too much faith in her biopic. Madonna hasn't made one well-received movie and she 100% has too big of an ego to be able to approach the story of her life in any hint of objectivity.
I don't want it to fail, but I'm not holding my breath for it being good or bringing about any sort of renaissance for her.
Also, just because someone has a biopic out, it doesn't guarantee that it will be a hit.
I'm not trying to bring anyone down, I just think we should manage our expectations here a bit.
I'm just glad that the movie is likely responsible for her finally taking action and paying attention to her back catalogue and giving us all this stuff we should've had already years ago.

I actually prefer that they're not doing these remasters following any logic or order.
Keeps an element of surprise.
So far the only remaster I've actively disliked has been Secret.

I cannot count how many times my wifi wasn't working and I had to play a physical disc to watch something. Streaming is convenient......until your internet has other plans. Plus nothing matches the quality of a Blu-ray or 4K. 
 
And that's not even getting into collector reasons or bonus features. 

I wonder if instead of these random HD upscales that sometimes happen due to anniversaries, sometimes not, if they instead focused on an era or a cycle like Alanis' team did by going back to the original film negatives of the JLP videos and remastering them in 4k to coincide with a new commemorative edition of that era (in M's case e.g. 2021 - True Blue 35th anniversary), Warner and whoever from M's team could be convinced to spend the money to actually do this right and we could finally have her catalogue taken care of as well as it deserves to be.
I do like the color correction in the MG video a lot, though.

I think it comes down to money. It was easier for A ha's team/ label (which was also Warner) to shell out some cash to do the 4K remaster because it's their most known song and video. Whereas Madonna has over 50 known songs/videos from 1983-2008 alone. So it's probably more costly to remaster all those videos from the ground up. The least they could do is 4K remaster the biggies (Lucky Star, Like a Virgin, Papa Don't Preach, Open Your Heart, Like a Prayer, Express Yourself, Cherish, Vogue, Ray of Light, Hung Up to name a few) and then upscale the rest for now and call those ones an upscale and not a remaster. I mean Eurythmics did that hybrid updating with their videos.

I'm genuinely curious - where does the idea Madonna fans don't like to stream comes from?
Also, re: the deluxe editions thing - Madonna's proven time and time again that she does not care about preserving her legacy; and neither did Warner once she left them, I'm still (pleasantly) shocked and confused about all these maxi-singles and HD video remasters we got last year, I have to assume some homosexual at Warner stole some master tapes and took it upon himself with no warning to Guy and M.
