It makes sense, even Whitney's Love Will Save The Day is sped up. Don't know the reason why they're doing it.

I think it's a common practice in songs back in the day, especially singles being released, and songs that needed an extra oomph to it. Pitching it up subconsciously adds a bit of energy to a track. Back then if they sped it up it also got pitched up a notch, now a days you can pitch something without speeding it up. So that's probably why the tempo is also in between whole number BPMs. 
Multitracks were probably not sped up... they probably recorded everything at 116 BPM and then took the final song and sped it up to 116.5 BPM. I guess everything was on tape back then??? I don't know how things were done back in the day.

I watched an interview from The Girlie Show era where they talked with Chris Ciccone and he said that Madonna is introverted person... I can't remember where that is but I watched it from Madonna Tour Archives youtube channel

There's always been an issue of Satanism about Madonna. She may be a part of that group before, but in my opinion, I think she let go of it as she is now practicing Kabbalah/Catholicism. I also believe she still have knowledge with the group, but now to rebuke as you listen to her 1998-2015 albums. She even gave us a hint about the COVID-19 pandemic on her Eurovision Song Contest 2019. She may no longer be an active member of it, but maybe she's still have a knowledge about them and why she is using them on some of her songs like Devil Pray just for us people to be aware that someone is trying to do something mess in our world.
But for me as a Christian, I don't believe in conspiracy theories like Illuminati as it just only giving me a burden on my faith and it only gives me a doubt about the victory in Christ as it was written in the bible. But you know, I pray that whatever the situation Madge is facing right now, I hope that He will lead her into good decisions in life and not be perished.

UPDATE: I’m so very confused, some images look like they were taken at the celebration tour as I made it brighter to try to see through the marks she added, but the new shoot is a new shoot indeed and almost looks like a vinyl record. What the hell is this??
