Wrong. It was 1988 at a film festival. Kylie was born in 1968 and she began her career in 1979 in a small part at the age of 11.  The picture you are sharing, was taken in 1988 when Kylie was 20. Here is more:

A quick search on Kylie's DOB, woudl have you not posted such claim.
