The pony tail was iconic, so if we are talking about that hair style, then I'd say BA.  But otherwise, while it sorta cute, the curls were a mess for much of the BA tour.  Celebration Tour and more recent tours, she's been able to keep the hair/wigs in check for the most part. Drowned World Tour probably had the worst hair ever.
