The production value dropped after the Rock Witchu Tour. The setlists started being recycled. State of the World was the beginning of slight changes but her current festival circuit setlist actually makes me excited. I think it comes down to the same issue that M has/had: her creative director/ musical director was putting her in a repetitive rut instead of trying to push her forward slightly. 
M could easily do a Kylie-style show. More emphasis on vocals with light choreo and sauntering around the stage. Plus, the only reason I use Kylie is because she's the only person (other than M) that I can think of who actually reworks her back catalogue to sound current. 

I don't think Janet has ever been terrible at any point in her life.  Maybe the production value of her shows went down, but I dont think anyone could describe Janet as terrible. 

She thinks it's unfinished because Candy Shop wasn't in there with its bestie Human Nature.

I mean most people already wrote it but I think that's subjective. It can apply to any of her tours pre 2007. Blond Ambition was originally deemed her "farewell tour" since she was adamant on never going on tour again until Girlie Show. 
Drowned World would be a good farewell tour in terms of theatrics and Madonna's live vocals, physique and stamina being arguably at their peak but also people would be pissed that her farewell tour lacked the old hits 
Actually, for me Re-Invention is a step forward and a step back. After Vogue and Nobody Knows Me the show kind of peters out in energy (even with songs like Express Yourself, Hanky Panky and Don't Tell Me sprinkled throughout) until Into the Groove. It would be a great farewell tour in terms of being full of hits but it seems like a step down in production coming off of Drowned World.

I don't expect a tour in 2023. Maybe an announcement next year of one in 2024 but she's still doing that bootcamp for the lead actress. I think she'll wait for filming to wrap before she starts mapping out a potential tour. But if she's also doing the editing then expect the film to be released in 2027 and a tour in 2028.

I don't know if I got on too early or M's team doesn't care but they just dated it 1996 and threw it on Spotify. No new release dated 2022 or promo. Take a Bow is still listed as the newest release.
