It's refering to water and she has also said that she wrote it after running under heavy rain when in Michigan till she found herself where her mother had been buried. 
However for a long time I thought it meant Mere Girl, like it was supposed to be a humbling song, like she could be just any girl who lost her mother, living with that loss.

For some reason I always thought it’s a reference to Drowned World, she’s a “mer girl” as in a mermaid so living under water. I realize that has nothing to do with the story of the song but neither does the title “Drowned World” to the lyrics in that song. They are both metaphors. If you think about Drowned World and Mer Girl are part of the same story as fame being her “substitute for love” is very much connected to her losing her mother and trying to find a substitute for the love she didn’t feel without her. That is why one opens the album and the other closes.
Notice too the album has various references to water. Swim, Frozen, Drowned World and Mer Girl (Mer means sea in French by the way.)
Maybe there are more clues to all of this in the book Drowned World that inspired that title?

Well okay Met is the only thing that actually matters because it was about music. The rest was just torture. Of course she did things in 2018 but they weren't music related. She was better off without the VMA's and Vogue photoshoot was good but again more of the soccer mom in Portugal thing we kept on listening to again and again. Even that Met Gala was acclaimed and gave her the false belief that a European audience of people who want to party will want more of that. Sorry I will forever prefer M's 2020 to 2018.

I still feel like 2018 was worse. I don't remember what she did, maybe she released something MDNA Skin related, but it was the third year without new music, we were so eagerly anticipating the new album that year and all we were receiving was twins twins twins. In 2020 Madonna was still touring at least and she did the Levitating remix, a much better song than Champagne Rose. 2018 was torture alright for us who cared about new music. In 2020 we had more important things to miss than a Madonna interview or photoshoot.

I mean he has more than a couple hits (Can't Feel My Face, The Hills, Starboy, Earned It, Blinding Lights) but yeah, if he includes more than seven songs we won't be talking about actual hits anymore. Definitely not compared to the 80's hits and their monumental legacy. 
By the way, why would he include any possible Madonna duet on a GH album? Sounds completely irrelevant to me.

The answer is really simple: No. But let's face it why.
There's is not a problem with her music, style, artistic choices or anything (since 4 minutes). As always some people will gonna like it, some don't. The problem is in the industry, that just changed.
Madonna had a lot of comebacks just because of playing the same industry rules all over again. When radio and physical sales were the only things to get on top, she was there and she could easily make a comeback knowing "the rules" like nobody else. When the mp3 era started, the problems were started. Even much younger artist during the transitions period from standard sales and airplay into mp3 era had a real problem with getting a hit (like Christina Aguilera). The industry changed again - streaming, where most of the artist who are in game for more than 15 years dosen't have a chance. Most of Madonna's comebacks might never have happened if the industry rules would change quickly as they strated since 2010 (since X into 2007 airplay and sales only, since 2007-2016 mp3, 2016-go on streaming). Even Lady Gaga (the star of the mp3 era) is having struggles with streaming era. If the rules would change since 80s (for example every 10 years) her comeback's might never have happened.
 
She has the same problem that Xtina has. They can't just do "pop sound" because they got their fans used to "visionary" albums. Madame X it's great, but it's a mix of independent songs and compromised pop. She has been really conservative last decade. The same way like RH or MDNA (Addicted and Superstar on one album, really gurl?)

When she exits this realm, people will have hits that sample her voice/music for a very long time.

I still stand by the fact that they made A LOT of poor choices when it came to choosing singles in the last decade. And most people, general public and her fans, are not trying to hear hip hop/ trap/ r&b from her. 
She has done it. And done it well. BS. HC even. Enough, already.

Yeah the last decades singles have been a bit of a problem.
LoveSpent aside I don’t see an awful lot of Madonna quality singles on MDNA. I love GMAYL but a stand alone super bowl single or a third / fourth single for the campaign would have been fine.
The only other way the era would have worked is a video arc between the songs Tarantino style To really firm up the aesthetic and post divorce woman wronged narrative.
Lovespent - Gangbang- Girl Gone Wild- I’m A Sinner- Falling Free is a whole arc right there. The problem was she didn’t commit to the era and based an entire album about divorce... with a narrative that could have worked brilliantly, around a super bowl cheerleading theme for that one event specifically. Probably one of the biggest missteps of her career creativity wise. MDNA is poorly produced and delivered but there is a brilliant idea in there somewhere. 
First divorce led to soul searching and reconnecting with issues from her last great trauma .. her mother’s death and her relationships with men and the institutions brought about by religion (marraiage) .. and the second divorce pure rage, bitterness and blame division rounded off by drowning your sorrows in da club and reminding everyone what a bad bitch you once were. 
Unfortunately a football match ( a male  institution) derailed it. The irony was never lost on me.

It's weird how popular music around the world changes and what gets to become a hit or not. So I'm saying she might. She's a very versatile artist so she could easily make it click with the general public with any type of song. However I don't believe much in the US that is determined to reserve their top 10 mostly for crap. I'm more interested in a worldwide hit with a timeless value. If she doesn't make it with a studio album lead single, she might have her Shallow moment with a strong track from her film. 

No, she owns her masters from "MDNA", they're copyrighted to her company (Boy Toy, Inc) with exclusive license to Live Nation and Interscope Records (for a limited number of years, I guess).
All the Warner stuff is owned by Warner but legally the artist can claim ownership of the recording after 35 years since the original release. That means gradually she can get all of her Warner albums if she wants to.

If you interpret the lyrics literally, it's about Elizabeth the 2nd. But is it really? Or is it about M, who's aware that the moment she passes away she'll be more respected than when she was alive?

I don't think the editing will be a cause of seizures this time. Her other tours were an assault of the senses and she wanted to trigger people the same way through the visual. This one is a theater show and it must tell a story and I believe she has realized that. Either way, it will be a good last promotion for Madame X that's disappeared from the charts.

Sorry if a bit off topic but... when Madame X got released "an insider" that many people said it was trustful commented that there were some "dance songs" from the album sessions left for "something in the future", some people kinda missuderstood and thought that she also recorded M15, but then he corrected that people and he said that "that material was NOT enought for a full album, that maybe for a few new songs inclusions on a Greatest Hits album after the era" (not 100% those words but that idea basically). Now the rumor of an EP (not an album) with Madame X sessions dance songs after the era appears. Someone remembers that rumor? You think is linked to the supposed EP that is "about" to be released? ?

One reason has got to be her voice. I feel like I could hear it for the rest of my life if I had to choose one. There's something about it that draws my ears to it despite what she is singing and maybe this is why I'm not the most objective judge of her songs.
I also have many reasons to admire her so I feel like she is a good example, representing hard work paying off but also doing things your way sometimes, to set you apart from the mass.
Then, don't laugh, I kinda see her as a motherly figure. I do have a mother very much present in my life and M reminds me of her, both being blonde and strong women, but in the more accepting version, the more understanding one of who I am deep down.
