True Blue is more iconic without any doubt. It's the cover of an album, and you can see everywhere even now. The Vogue one is a promo still and you need to do a specific search to find it. Anyway I love the Vogue image but you asked for the most iconic.

From what I read, Herb Ritts purposely wanted to do a similar shot with Madonna, because he wasn't completely happy with Olivia's shot.  It's not very uncommon for photographers and filmmakers to replicate images and visuals from the past.  While Olivia's came first, Madonna's still far more iconic.

Well I would have to say VOGUE for sure... it's one of the looks and songs that my mind always goes to when Madonna is mentioned.

As iconic image per se True Blue. It's a visually striking composition.

As iconic that represents Madonna more: Vogue.

While the blond short hair in True blue was big at the time, Blond ambition look is the most well known Madonna's look.
